The station
Black Well Radio was built below a civic broadcast office as an emergency continuity station. Its public purpose was simple: keep a voice on the air when the surface lost power. Its private architecture suggests something less ordinary was being tested below the main floor.
The sealed elevator, relay shaft, tape archive, and half-duty ventilation system are not decorative rooms. Each one explains why the station can preserve a voice after the speaker is gone.
The tape problem
The central tape is not a message in the usual sense. It behaves like a route instruction, a warning, and a recording of a mistake that has not happened yet.
The third segment matters because it can turn a human warning into a transmission pattern. The player is not only deciding what to say. They are deciding what should be allowed to repeat.
